The 'Firework' singer currently has almost 39.9 million followers, compared with GaGa's follower count of almost 39.3 million.
The pair both trail behind Justin Bieber, who recently became the first person to reach over 40 million followers and currently has around 42.3 million.
GaGa has been inactive on Twitter for some months, with her last tweet sent in February and her profile picture changing to the default egg image.
Her silence is thought to be in anticipation of her upcoming album ARTPOP, which will be released as a record and app on November 11.
A report into fake Twitter followers earlier this year suggested that half of Justin Bieber's followers are fake, meaning they are following less than 50 accounts, have less than one follower and have never tweeted themselves.
Both GaGa and Perry were deemed to have more real followers than fake.
